It sounds like he's struggling to keep the "tough guy" voice up. Plus, the acting not the best either. The new Gohan sounds so much better. Sabat's Piccolo is a lot better now, as well as his Vegeta, which is different-sounding now. I wonder what his Yamcha sounds like now.
