What I want to know is, if they were wished back, how strong would they be?
Could they possibly be stronger than their Buu saga counterparts (what with all this happening 10 years after the Android saga in the current timeline and all)

Depends how much training (if any, since they'd probably have to have been granted their bodies to train with) they did in the afterlife for those years.

Actually, it's more than 10 years, isn't it? Trunks is 17 when he first comes back in time, and he was born around when everyone died.

Yeah, it should be more than 10.

They would likely be much stronger than the Main timeline characters at the time of the Buu saga, given that they have had limitless time to train, and were not held down by physical bodies.

Vegeta died evil. He wouldn't exist anymore to be wished back.

Yeah. Trunks went back at the same time Z was ending in the series. So it'd be at least 13 years after the Buu era that they'd be revived (since 3 years pass between Trunks getting home and Cell showing up, and they weren't back yet then).

Vegeta would have probably been ressurected as different person, I believe this is what happens to the spirits?

But didn't king kai say that he also knew how to use instant transmission when goku was on his planet, looking for New Namek? So trunks could have asked king kai to find new namek and teleport trunks to it. This is one of the areas of dbz which is like a loop hole. Now it was understandable at first when trunks arrived to the present day and he wasn't aware that there was a new namek, but wasn't he at kami's lookout when goku was talking to everyone about getting a new guardian for earth, so assumably, he became aware of the existence of new namek.

Two problems: 1) how can Trunks contact Kaio? 2) Kaio knowing how to teleport was anime filler that wasn't present in the manga.

Why would the Namekians help Trunks, anyway?

According to dialogue from the manga, the Namekians apparently had some sort of system set up where you could use the Dragon Balls if your intentions were noble and the elders deemed you worthy. 'Course, the circumstances were a little more drastic while Freeza was there, so it never really happened that way. Even if that system has changed a bit under Moori's leadership, I doubt they would turn Trunks away.

Elder Kaioshin also told them not to use the dragon balls to change the fates of other planets, though. But I guess they might have forgotten that over the years.

And why, exactly, would King Kai do this? The only reason anyone ever even wonders why this never happened is because Trunks is a main character in the show. If Trunks were just some random nobody from some random planet the Z Fighters just randomly came across no one would wonder "Hey, why don't the GODS OF THE UNIVERSE step in and fix everything for him, so he doesn't actually have to do any work."

The only reason why King Kai did anything that we saw him do in the show is because of the fact that Goku, who happens to know some of the other cast members, was his student. King Kai didn't just randomly teleport to Earth when King Piccolo was fucking shit up in Dragon Ball, did he? And he usually doesn't reach out to someone unless they contact him first, and thus make it a priority for him. And since Trunks can't talk to King Kai and nobody from the main cast who was dead went up to him, (to our knowledge) he's not doing jack shit.
Yamcha: Do you remember the spell to release him - do you know all the words?
Bulma: Of course! I'm not gonna pull a Frieza and screw it up!
Master Roshi: Bulma, I think Frieza failed because he wore too many clothes!
