Yes. He was confident that he had become stronger than Gohan, which is a claim he wouldn't make unless he was capable of using the same level of power. It seems pretty obvious.

Indeed, but that still doesn't stop some fans, kinda like the debate about Kuririn vs. Tenshinhan. Despite the infamous line from Yamucha from Toriyama himself...

I use to think Vegeta achieve SSJ 2 because previously he turn into a Majin. so when he come back, he still kept the power but not evil.

When a Saiyan goes SS2, they get lightning around their body (see my picture above), but this isn't always apparent.
