I don't think so as, for a fair amount of time, it was visible on Archive.org and, if memory serves, Mr. E mentioned the most recent update prior to shutting down Planet Namek was available. Of course, one the domain was picked up by someone else, the original creator would no long hold any type of control over the robots.txt file.
