When I was watching some video clips of the new "Sparking!" game, I notisted that Goku's voice sounded different.
Did they used a different voice actor (meaning not using the original actor)?

Not sure what you're talking about, since the clips I saw were clearly Masako Nozawa and Norio Wakamoto.

Yeah, I noticed it sounded different... But I think it's the recording method, or whatever. I noticed something similar in Final Bout.

To me, it sounded like Nozawa-
san was using a voice a tad bit closer to Dr. Kureha from
One Piece than Goku's normal tone... but I could still tell it was her.

Hmmm, maybe she's getting old; it's not easy to keep up with a so, pardon the expression, high pitched voice.

Yeah, some people who have Dragon Ball Z3 said that she doesn't sound "motivated" in the game. She is an old lady, maybe playing a character like Goku isn't as easy as it used to be.
The résistance dies but never gives up.

She still sounded full of energy and spark in Budokai 2 though.
