The colour issue is caused by the game not thinking to load the correct pallette when going into the next character's sprites, given that the debug mode wasn't meant to be seen by the public anyway. Based on what I know about old games, I'm a little surprised that Babidi has his own pallette (for example, in Sonic the Hedgehog 2, Sonic and Tails share the same pallette to save space), but perhaps the game has a special routine to load it during Buu's intro animation, I dunno.
Actually, it's been proven that these old games can be completely reverse-engineered, essentially recreating the source code. The aforementioned Sonic games, for example. Unfortunately, it's a lot of work, and I don't really know very much about programming on old consoles at all.

Even if we knew a lot about programming, we'd probably have to create the C-18 Supreme Move command and frames combo from scratch, cause I think they scrapped it before actually putting the command into the program. Digging in the program, I could not find what defines the commands to edit and change them if necessary, it's way to complicated for me to even locate it in the whole code, and even if I knew where it was, I would probably not understand the way it works.
But text is quite easy to locate and edit, and I did find the location of the characters' command names (Kame Hame Ha, Boo-ritto, etc...), including their supreme move. However, as I once said in another thread (I don't remember which one), I noticed that Kaioshin had a name for a supreme move, while C-18 didn't. This may mean that her supreme move was cancelled even before entering the name of it in the program, and thus likely, before bothering to enter the associated command and frames combo too. They entered the frames, but no name for any move combining them and forming the attack, so if they didn't name it, they probably didn't enter the command.
On the contrary perhaps, Kaio Shin might have a command that gives access to a supreme move. There's no specific frame for it, but there is a name slot and a name entered for it, so it means he was closer to having his move integrated, and there might be more chances that his move is indeed in the game. However, when I was a kid, and even a few years ago, I tried every possible command during the game and it didn't trigger any supreme move, so he may lack any command too. We just don't know if the frames combo is set, but if it is, we would still have to create the command from scratch, and it's way out of our league, especially since we can't go beyond the space dedicated to a specific task: unlike in a Word file, datas don't "slide further" when you write something somewhere, each letter overwrites the previous letter, which means for a specific task (like some text), you can't go beyond the limit or you will mess up the next section and provoque glitches. It's tricky. But maybe you already knew that, since you seem to have notions of how programming works!
