I'd probably say Cell, too. He's actually pretty smart and skilled. Out of the villains that follow him, Buu with Piccolo absorbed might have taken the prize...if not for the fact he thought a smokescreen would stop someone who can sense ki from attacking him.

I'd say the version of Piccolo Boo where Goten and Trunks are removed from him would be the most skilled. Boo-era Piccolo is pretty much flat-out stated to be the smartest fighter. Add Super Boo's strength to that and remove Goten and Trunks' stupidity and you get someone on par with Cell who is both stronger and less impulsive.

Buu has the best defense of ANY villian we have seen. He was shot through multimple times, blown into a billion pieces, blew himself up repeatedly, and just came back for more.

That doesn't make him a good fighter, though.
Broly had a good defense too but was more of a stupid brawler.

Does anyone think of Saiyan/Namek era Vegeta as an intelligent villain?

Fuck yeah! Look how easily he picked up how to control his ki and sense other people's presence with it! He's all "It's possible? Then I'll do it to!" Didn't it take Goku months or even years of being taught to learn how to do this? Then he's a frickin' strategist on Namek, eliminating all the heavy hitters and outsmarting Zarbon and Freeza. I take it back: my vote goes to Vegeta.

I don't think being good fighter means being good at planing how to eliminate your foes and complete the objective but how you fight. Vegeta only had the advantage because of constant Zenkais which increased his Battle Power.

I think the thread is about which villain fights the best, which includes fighting techniques, etc. Who would win if Battle Powers were the same.
That's why I voted for Cell. He has cells of all the best fighters in the universe.

But we don't really know if Vegetto was aware he could still fight after being changed. I'd guess he didn't, and was only lucky. Of course that luck was based on ridiculous power.

While I agree that both Cell and early DBZ Vegeta were both skilled fighters my vote would probably go to Piccolo or Majunior during the 23rd Budokai. The guy managed to fight Goku the greatest fighter on Earth dead evenly and almost killed him plus he was smart enough to take into account that one of the fighters at the tornament might use the Mafuba and managed to create a technique to overcome that major weakness.
