Does it say something about how there might be more Super Saiyan 3s? I'm speaking with a guy who says his friend translated it, and that's what it says. I have my doubts though.
The headline says: "What's SS3?"

I can't translate all of the text in the box because the Furigana is unclear, but it doesn't seem to mention any new SS3 forms. It just talks about how powerful the form is and how SS3 Vegeta and Broly are game only characters. Maybe someone who knows the actual Kanji can do a proper translation?

EDIT:
And if you want to make your own comparison, here's the new screen and a screen from a rip of the special on the Dbox.
Goku and Vegeta seem a lot more suprised in the 2010 version.

They are staring up at a resurrected fourth form Freeza. I'd be surprised too.

I hope that the tower where they fight the ghost warriors and the Dark Planet will be stages in RB2.

There are supposedly only 4 new stages for RB2, so I doubt there would be more than 1 from PtEtSS, especially when Kami's Lookout, Janenba's Hell have been seen in trailers already. Bits and pieces of what looks like a new planet-like stage and a new mountain stage as well, but they maybe reworks of old stages during the Raging Soul mode which makes things darker.

So 30 minutes of new footage (well, "newly animated footage")? The one I watched went for around 60 minutes, so if it's the whole thing (chop out all the fluff) it would be around 54 -58 minutes. I'm just wondering what they're going to do in terms of dubbing. Will the pacing be improved, as it was pretty bad from what I watched that and the end like always was compressed but this time it was tenfold (huh?!). I am, however, really excited about this and will be pre-ordering the game on launch.

It would be cool if they gave us the Dragon Box release of the original OVA on the disc as well. I would love to watch an upscaled version on my PS3.

Is there any news about a possible theme song for the game?

To be fair, the majority of the world knows little of Plan to Eradicate the Saiyans. If we're getting something recycled, at least it's something "new" to the general fanbase outside of Japan. We should also remember what happened the last time that the RB developers gave us something new. SS3 Broly wasn't exactly the most creative idea of all time. (I do acknowledge that RB1 had great what if scenarios, just not amazing what if characters)
True, but I've seen this special twice, and even though it was great, I want something new... Is that too much to ask for :(?

Well, the OVA will in the game, that's great, but I don't think we should expect more new features for RB2.
RB1 had (somewhat) (bad) new characters.
RB2 will have the OVA.
It's like they are giving us only one new feature per game.

You just have to wait for RB3. XD

Also, the light comes from right in 1993, and it comes from left in 2010.
Freaking aewsome, isn't it?
Supa Saiya-Jin Tullece wrote:I do believe that's Piccolo Daimao. Awesome.
I wanted it was him, but it's Tambourine. That image probably doesn't have anything to do with RB2.
Sorry, I can't speak English very well, but I'm trying my best.

Yeah, about that... the original Plan to Eradicate the Saiyans on the Japanese Dragon Box special disc is encoded as interlaced and it's not remastered from new prints like most of the other footage in the Dragon Box which is progressively scanned. Don't misunderstand, it still looks good and the bitrate is almost maxed out on the disc. It's just if you're expecting it to be of the same quality in picture as most of the rest of the Dragon Box prepare to be disappointed. However, it does look good upscaled on my PS3 and my stand alone Blu-ray player.

Woah I just played Dragon Ball Z Burst Limit after playing Raging Blast 1 for days and I must say that the Burst Limit graphics are way better than RG. Absolutely orgasm worthy.

Sorry, forgot to add the screenshots to my post.
If you can honestly debate the quality of the screen shots in terms of visuals?
I dunno, I just don't think I can argue with you.
