This includes characters that were just never delved into or characters with wasted potential.

My number 1 has to be Raditz. He's Goku's brother...nuff said. I would've liked to seen what would have happened if he had somehow joined the good side. Thoughts?

I'm also gonna say Uub. I'm kind of hoping that DBO will give some new information on what happened to him after the manga. *Also not including GT*.

Number 2 would be Bura if only because if in DBO Trunks runs off to create a martial arts school with Goten, does that mean she becomes the new Capsule Corp heir?

Tenshinhan. He was a cool character at first, but only won the Tenkaichi Budokai by an accident. He then trains hard to learn the Mafuba to use against Piccolo. Goku kills Piccolo instead. In the Saiyan Arc, his final, most powerful attack, hardly scratches Nappa. He dies. His final act is stalling using the Kikoho multiple times, still not doing any damage. He just seemed to be there to make the others' feats look more amazing.

Their personalities are completely different other than being evil and Saiyan. Raditz isn't as determined or prideful as Vegeta. Sure he's a cocky asshole, but he resorts to shameful tactics and is humbled when outclassed.

And I would've liked to see some brotherly love.

No, that's not quite true.

Raditz was Vegeta, except that he couldn't go on and on about his super-elitism. Besides that, they would've had the exact same "character development," because they were both cliched arrogant, evil alien warriors. We definitely didn't need two of those guys hanging around. One was hardly bearable.

King Cold, all he did was show up with Frieza, then got killed by Trunks, then later got knocked out by Pikkon. I would of liked to see more of him.

Goten and Trunks were explored enough. Was a ssj3 fusion not enough? LOL.

Anyway probably Piccolo and Uub. Strongest non saiyans in the universe. Piccolo deserved to fuse with Dende or something.

The die-hard Tenshinhan fan in me wants to say Tenshinhan... But, that wouldn't be true. I think his potential was explored thoroughly and he just never lived up to the alien mutant freaks around him. He did pretty good for what he is though. Just a half-way normal dude.

I'd say Akkuman's potential hasn't been explored enough. Can he kill Freeza?

Probably not. The Devilmite Beam is slow as hell.
