EDIT: Just those with great power. Considering you need a BP of less than 24,000 to be considered elite, that means he didn't absorb a lot of people.

He absorbed Goku and Vegeta, not Vegetto. Meanwhile the Gotenks fusion wore off 20 years ago. So he's basically Gohan Boo + Kibito + Kaioshin + Elder Kaioshin + Vegeta + Goku. Goku and Vegeta may not have even been SSJ when absorbed, while there's also the possibility that they'd drop out of SSJ at some point if they were (especially from SSJ3).

So he's stronger than any form of Boo we've seen in the actual DB manga, but not a problem for this Vegetto, had Vegetto been at full strength.

Majin Buu also did say he was impressed with Vegetto's power too on page 230. I am guessing either this Buu is as strong as Vegetto or he thinks he is as strong. Since Buu witnessed Vegetto as a SSj3 then he is not ignorant about his power. It's also probable that Majin Buu is bluffing confidence when confronted by Vegetto, as he is regularly surprised by his opponent's abilities.

He doesn't say that in the English or French version, he just says he thinks he can beat Vegetto. Which makes sense: this Boo only had one strategy and that's too assimilate people. As long as he's strong enough to assimilate through energy barriers, he can beat Vegetto.

Also, Vegetto probably didn't want Bra to go SSJ2 because it means Boo is in reach of someone ridiculously powerful that he can absorb. The whole point is to keep him out of reach of Broly. Becoming stronger than Broly and being in his reach is kind of counter-productive.
