Japanese Dragon Ball Kai Poorly Encoded DVDs?

I heard this once in a podcast. Is it true? If yes, How so? Because I'm kinda planning to buy one of the DVDs because the Blu-Rays are expensive. I forgot that this topic is belong in Dragon Ball Kai section.

I think he's referring to the bitrate, not the colors.

I don't care about US DVD. If I want to buy it, I rather buy US Blu-Ray. I want to see a clip of the JP DVD.
