[EDIT] - Didn't add descriptions last night because I was tired.
GOOD
Gohan (Cell Games) - This has been my favorite character in the games since Budokai 1, and has thus become my favorite character overall. Its Gohan, after he was a whiny brat, but before he became a douche bag. he also has the coolest looking SSJ2 hair in the series.
Bardock - Freedom Fighter (during his last day alive). Died trying to defend his home planet. And come on, he's a scientist.
Future Gohan - The better adult incarnation of Gohan in my opinion, regardless of the fact that he was technically weaker. Came from a bleak future, kept fighting even when he lost an arm (regeneration was one technique Piccolo couldn't teach him
), and died fighting valiantly.
Piccolo - He's quiet, a loner, technically a purified demon-spawn. And my favorite color is green.
Future Trunks - Came from a bleak future. The way he obliterated Freeza and his father out of nowhere. He wields a sword (my favorite type of weapon).
Gogeta (Movie, not GT) - The better name for a Goku+Vegeta fusion. Cool hairstyle, didn't mess around. Nice finishing move too.
EVIL
Vegeta (Namek Arc, Majin) - A sadistic, unpredictable asshole who you cannot rely on. Sure he ends up getting his ass handed to him at the end of the day, but its what he does to deserve said beatdown that makes the character enjoyable.
Garlic Jr. - Completely came out of left field, and helped expand Kami's backstory. He's also the only one to have ever achieved immortality.
King Cold - Basically just his design. The Cold Family Second Form + Armor + Cape = cool shit.
Cooler - Completely badass fifth form (in both appearance and concept). And, as Freeza would put it, he's a prick.
Tullece - Evil Goku. In Saiyan Armor. What more could you want?
Perfect Cell - He has a pretty cool design, and he is the amalgamation of the universe's most powerful fights.

Ehrm...is this going to be a list thread or are you actually going to discuss why you have those characters as your favorites?
My favorite good guy has to be Piccolo. He is a green lean sex machine.
In all seriousness, he is strong without having the SSJ transformation, he is intelligent and tactical in battle, and funny at times (like when he didn't understand Kuririn being in love with C18, since Nameks don't have an opposite sex).
And the ultimate bad-assery that he shows us without whining once during his fights.
I have no particular favorite villain, but if I have to choose, it has to be Freeza, because of that he wasn't ridiculously hard to beat (he had no regeneration or ki sensing). Sure, as with all villains he was ridiculously overpowered, but I liked to see him really try to be polite and keep his temper, just to lose it when he was getting his ass handed to him.
