Soppa Saiyjins from Dorgou Ballru Zetto is my favorite transformation everah, especially when Trounksoru did it in front of Seru and when Bejita did it when he faced Jingonigen-hachigo. But for real, I use the FUNi pronunciation. - Soppa Saia People

Toriyama didn't make it, Toei did.

Yes.

Why would the Dragonboxes have anything to do with TOEI creating Kai?

Because the anime was running concurrently, week by week, alongside the manga. Since one episode of the anime covers more material than one chapter of manga can, they had to add padding and side-plots to the serious to keep it from getting ahead of its source material. Whenever there was a lot of filler material (all the staring in the Freeza fight, for example), they were getting to close to where the manga was at the time, and were giving Toriyama more time to advance the story.

Now that the manga's been over for a good decade, they can go back and cut the series down into something without the need for all that filler. Whether or not it's an overall better show is up for debate, of course.

AnimeMaakuo wrote:*EDIT* This whole post is damned. I was meant to place Toei instead of Akira Toryama.
No you didn't.
For somebody who thinks they know it all about Japanese Dragon Boxes compared to American releases and what-not, you aren't a very well informed fan, are you? :P

go more in depth of Toei's thoughts of making Kai?
Money, and that's pretty much it. Instead of animating a totally new series, Toei chose the easy (cost efficient) path and just "remastered" and "recut" an old and fairly popular series. This is one of the reasons why I like DBZ better; it was animated from scratch.
