That's what French fans are bitching about, too. I think it's a matter of acknowledging their role in the cosmos (from the Goku side) and just as thanks for letting him come into existence (by lending Goku and Vegeta the Potara).

I have no problem with the first panel at all (art-wise that is), but the last two.. Oh boy.
It's the second and third panel. The second panel has no sense of depth what so ever. The TV hardly looks threedimensional and could just as well be wallpaper. The filler-comic isn't too bad though apart from the occasional plundge in quaility.
Why is it that that third panel Vegito reminds me of Shin-chan? And that the second panel features what could be robotic versions of Beavis and Butthead.

I think she is asking if Bra will get mad like Goku or not. Remember, Vegeta didn't lose his control as a monkey. Bulma knows all Sayan become giant ape, but do not know if they lose their control. Anyway, considering Bra's power lever, cutting her tail is a wise move. Sure, Vegetto (if not in base, as a super sayan) can stop her with easy, but who knows what she would do if he was not nearby.

By the way, Trunks had a tail in DBM canon (it was mentioned in one of the official fan fics). Bulma probably just keep cutting it until it stop growing.

I interpreted that line as being spoken by Vegetto (obviously Goku never saw his tail and Vegeta probably never did either because he couldn`t care less about him at the time. He knew he existed, but he just had sex with bulma, he didn`t want a son, he didn`t care enough for being there when he was born and see his tail).

And I still think it was Vegetto who said that, but I can see why you thought that Bulma was the one to say that since the bubble doesn`t point to either of them.
To me, the dialog makes much more sense if that line is being spoken by Vegetto and not by Bulma. Also, she just looks surprised by what Vegetto is saying in that panel, without opening her mouth, which I also interpreted as her just listening and being surprised.
