I was under the impression he released it while under the spell, but I was also thinking that he should have reached that point beforehand, thanks.

As far as I have understood, to be able to reach SSJ2, you need a certain amount of power.
So they probably know how to reach it, but aren't strong enough yet to be able to.
As Gotenks, however, they were strong enough to both hypothetically reach SSJ2 and then SSJ3.
