But the body can't create fabric by itself, unless Vegeta's pants are made by either hair/fur or that his nails from his feet grow to such an extent that they cover his legs and crotch.
So the real answer here is that the Wizard did it.

I can't personally believe, why they didn't make SSJ 4 naked, they are naked as Oozaru and Golden Oozaru, so why not? they could just as easily make fur cover their private parts and then give them a butt resembling, that of a baboon

, that would be funny! and severely embarrasing for the two proud Saiyans.

Since they reappear afterwards I think it's safe to assume the muscles behind the eyebrows grows(making them look like Piccolo and Buu for example) and push the hairs behind the muscles making them unable to be seen.

Pretty much some kind of edema or mass could cause this.
But the most plausible is that they fall off due to the huge energy and grow back ultra fast or something when the body goes back into it's main state, just like the hair becoming shorter when they revert into base form.

I think it has something to with the Super Saiya-jin Aura and turned into "Change Beam" like Majin Buu's ability and *poof* Super Saiya-jin 4 Vegeta was wearing pants.

Yeah, that would be really funny. Of course, it just wouldn't do to have two adult Saiyans fighting with their dingalings flying about. I can just imagine what Goku and Vegeta's reactions would be like, though...

It's just harder to swallow than a magical technique that fuses two people together. Saiyan transformations have always altered only the body; they never grew a new outfit. Fusion, however, always produced new clothing.

They both seem pretty magical and far-fetched to me. You can throw all the psuedo-science about phenotypes or whatever at the concept of fusion in the series, but it just really makes no damn sense when you sit down and think about it.

Yeah, but to some, obviously it makes even less sense when it happens because of a Saiyan transformation (it came out of left-field). Further confusing is the fact that the characters are wearing all of their old clothing after they revert back to normal (even if they already ripped their clothing to shreads by transforming into a Great Ape).
Come on dude, there's no blind hatered of GT going on here. This is a valid criticism.

If it was a Namekian character generating new clothes, I would not comment, because Namekians have already been shown to be able to do that.
Saiyans have never even been hinted at having the ability to generate clothing. It's as silly as a human character becoming an Oozaru, or a Namekian having sex.
