Pretty sure Gaara was inspired, at least in part, by Tetsuo from Katsuhiro Otomo's AKIRA.

Well, his "royal" bloodline and his power that is hard to control added to him being feared by basically everyone and also being the youngest in his family...it does sound like Freeza to me.
And his reaction to someone stronger is also alike Freeza's reaction to the same thing to an extent.

Kishimoto has stated in a character databook(Sorry, I can't remember which) that Rock Lee was a Bruce Lee inspiration.

I see no reason why not connect Rock Lee's transformation in itself as derived from Dragonball.
