Some percentile rules:
If Character A < Character B
0 - 5% difference(A being between 95% – 100% of B): Dead even, decided by skill.
5,1% - 10% difference(A = 90% – 94,99% of B): Slight edge in favour of B, can still go either way.
10,1% - 15% difference(A = 85% - 89,99% of B): A has to work hard to keep up with B, while B has it easy.
15,1% - 20% difference(A = 80% - 84,99% of B): One sided fight, only luck will make A win.
20,1% - 25% difference(A = 75% - 79,99% of B): Why bother fighting back, your defeat is inevitable! If your strongest attack doesn’t have at least 75% of your opponents power, then it will be tanked, without your opponent breakin a sweat.!

The Freeza saga

1. Transformations: Zarbon’s transformation makes his ki 1,5 times larger. Freeza’s transformations makes his ki 2 times larger for every single one of them.

2. Saichoro’s powerup is basically only a trigger for releasing one’s potential. Your power will continuously grow until it reaches a point, where further advancements has to be reached through training.

3. SSJ is a 40X increase, when you are used to the form & 50X when pushed to its limits(Vegeta, future Trunks, Gohan and Goku achieves this). USSJ = SSJ*1,6. USSJ2 = SSJ*3. SSJ2 = SSJ*2

4. If it's your first transformation into a SSJ the multiplier won't follow a specific set of rules, as it completely depends on the user and his ability to control ki. Which is why I believe, when Goku first turned into a SSJ it only granted him a 35x boost, and neither 40 nor 50.

5. Zarbon and Dodoria are lazy as fuck, so even though their power levels are close to Vegeta's, they aren't able to properly use it.

It starts out at varying fx Goku on Namek received a 35* boost, while Gohan's first SSJ was 10* boost. When you are used to the form it's a straight 40* multiplier and when you go past it(USSJ, USSJ2, MSSJ, SSJ2) it is a 50* boost.
Fusion boosts are minimized.

The Androids Arc

1. SSJ = 40*base, SSJ(Post RoSAT) = 50*base, USSJ = 1,5*SSJ, USSJ 2 = 3*SSJ, SSJ 2 = 2*SSJ.

2. Cell's Buff form is 1,5*Full Power.

2. Bad Guys(strongest to weakest): Buuhan, Buutenks, Buff Buu, Buucolo(1), Kid Buu = Buucolo(2), Super Buu(slightly restricted, by Dai Kaioshin) = Fat Buu(HEAVILY restricted by Dai Kaioshin), Evil Buu, Mr. Buu, Dabra, Yakon, Pui Pui, Spopovich = Yamu.

3. SSJ transformations: I don't believe in limits anyways, so SSJ multiplier is 50 times base.
SSJ =50x base, SSJ 2 = 100x base, SSJ 3 = 500x base. Because Gotenks has only begun to learn and control the SSJ 3, his multiplier will be reduced to 2,5x SSJ.

4. Kiri and BP: A kiri level of 1 = BP of 100.000.

5. Dance fusion: for base forms: weaker character's highest power times 8, if fusing as SSJs: weaker character's SSJ*40.

6. Potara fusion: average of characters' highest powers times 10. SSJ is 2,5 times fusion base.
If there is a difference in power of more than 10 times however the effect will be divided by 10. The effect will be divided by 10 again if there is more than a 100 times difference and so on. You can see it in the factor, for example 10 times difference is 10^1, 1 standing for dividing by 10 once, while 100 times difference is 10^2, 2 standing for dividing by 10 twice. This also means if Goku and Satan were to fuse their powerlevel wouldn't be that high.
Goku = 75.000.000

Difference = Goku's BP is 10.000.000 times higher.
Effect worsening = 10^7, It's going to be divided by 10, 7 times!
The two put together: 75.000.000 + 75 = 75.000.075.
Average: 37.500.037,5
Result: (37.500.037,5*1000)/10^7 = 37.500.037.500/10.000.000
Gokule = 37.500,0375
so as you see a pretty stupid idea and Mr. Satan's inability to use ki might have a pretty big influence on the fusion as well.

A potential Gokan:
Gohan: 60.000.000.000
Goku: 75.000.000
Difference is 800 = 10^2,5 the result will be divided in 10, 2,5 times!
Sum of Gohan+Goku: 60.075.000.000.
Average: 30.037.500.000
Result: (30.037.500.000*1000)/10^2,5 = 30.037.500.000.000/316,22 = 94.986.915.217.
Compare to Buutenks: 78.500.000.000.

Perfect!! Potara Fusion SSJ multiplier is also 2,5.
Average*10
Penalty for not fitting = ?

Using this fusion you don't have to be close to eachother in power or body size, but the results is decided through combining the best parts of the fuseés into one, so if you don't compliment eachother enough, the multiplier will be reduced or worse it will turn into a divisor instead(hypothetical Gokule/Gotan, Old Kaioshin and "Kibitoshin").
"Kibitoshin" and Old Kaioshin are basically such fusions(Old Kaioshin being very weak compared to the others), because in both cases the Kaioshin overrides the other personality, meaning the Kaioshin becomes the dominant one.
This means, that Potara was most certainly meant for beings of similar rank ie. Kaioshin*Kaioshin and not Kaioshin*Dai Kaio for example.
Kibito is Kaioshin's servant, so the result obviously wasn't as good, as a Kaioshin merging with another Kaioshin.

Example1:
15th G Kaioshin: 1000
Old Witch: 5
Average: 502,5
Old Kaioshin: 502.500 - which is illogical
Penalty: ???
Actual power: below base Goku, note that if divided by 100.000 he lands at 5,025.
Example2:
Kibito: 30
East Kaioshin: 1300
Average: 665
"Kibitoshin": 315.000 - as illogical, as Old Kaioshin's PL, he would defeat Buu easily.
Penalty: ???
Actual power: below SSJ 3 Goku and possibly SSJ 2 Vegeta, since he doesn't stay to fight, even though he wanted to fight Buutenks, who is stronger, than Kid Buu. Note: if divided by 100, he lands at 3150, which is lower than SSJ 2 Vegeta, but much higher, than East Kaioshin.

Conclusion:
A Perfect Potara Fusion(between Kaioshins only) makes the result 1000 times stronger, than the average power of fuseés, you receive a penalty if your partner is of lower rank, than you are.
The following chart shows how a Kaioshin fusing with a being of lower rank will affect the results.
Ranks:
If fused with Dai Kaioshin: gets full multiplier multiplied by 2!!
If fused with Kaioshin: gets full 1000 multiplier divided by 1.
If fused with Dai Kaio: gets full multiplier divided by 10.
If fused with Kaioshin attendants: gets full multiplier divided by 100. Example: Kibitoshin!
If fused with Kaio: gets full multiplier divided by 1000, ie no change!
If fused with Kami: gets full multiplier divided by 10.000.
If fused with humans of the lower realm: gets full multiplier divided by 100.000. Example: Old Kaioshin.

7. Absorptions: Like Cell's absorptions, when Buu absorbs someone it adds to his power, when Dai Kaioshin is absorbed however, a major part of his power is restricted to him.

Power levels beginning from the 25th TB.

Mr. Satan = 7,5 - He didn't train and therefore lost half his power.
Videl = 30 - Gohan notes she is even better than Satan, and with her now controlling ki it is this high!
Goten = 8.000.000. - strong as hell for a kid, but he is the offspring of a SSJ!

Trunks = 8.400.000. - same as Goten.

They are only varying until they all have been in RoSAT at least once, meaning Vegeta and Trunks are the first ones to attain the full 50* multiplier. Before that, it's a 40* multiplier and when Goku first transformed into one, it was a 35* multiplier.

There are no actual issues, that I myself had with it, it's just how I see it.

For me it's just logical, that there is a difference between transforming for the first time, being able to transform at will and going past its limits(ie. USSJ at the very least), that's pretty much, what I wanted to convey, that by the androids arc, they still haven't gone beyond Super Saiyan, they weren't even close until they went into the RoSAT. And come to think of it now I have to edit my power levels, which were supposed to be perfect!

No, if you check out my power levels for Trunks in the Trunks saga and Namek Goku, then you will se, they are almost equal in base. It's Super Saiyan, that makes the difference(in favour of Trunks of course).

The whole scene to me, it being Gohan's first transformation, him not maintaining full control over it and Goku only being surprised, that he became one tells me, that the power boost of an initial Super Saiyan varies depending on one's mental state and how good your ki abilities are at that point.
Although I gave him a 10* boost, I actually want to correct myself and say, that, if his boost was at least 2*base, then the highest multiplier he could have gotten at that moment was times 10.

True, but in my case I only use varying multipliers until all of the Super Saiyans surpass, that Super Saiyan wall, which in my mind is going beyond the acquired 50* multiplier and into USSJ 1 & 2.

Before they do their RoSAT training, I just can't see either of them being, that close to the wall(50*increase), so I give all of them a 40* multiplier to show, they had to work at least a little bit more, before being able to reach it and then surpass it(which in Vegeta's case took 2 months).

Goku is actually the only one, who might be very close to the wall already, considering, that if we go by what the manga shows us, then only 30 minutes passed between Goku and Gohan leaving our dimension to Trunks going USSJ 2 against Cell, which means Goku only needed 1 week(since an hour is 2 weeks according to Piccolo, when Super Buu pays a visit) to surpass, that wall and Gohan achieved SSJ within that timeframe as well

You're right Toriyama doesn't sit with a calculator, like we do, he simply makes his characters as strong, as he want them too. With this mindset he was able to draw normal Gohan and I repeat NORMAL Gohan fight back against SUPER SAIYAN Trunks, without giving a fuck about, what that might imply of Gohan's NORMAL strength compared to his SUPER SAIYAN strength. This is what we were shown transpired in Trunks future, and actually the only example, that might imply characters get differing boosts.

Seriously, you can't just throw, that scene out of the window, because it's there.

And before you say, that Trunks wasn't even in the hundred millions in his SSJ, by that time, let me point out to you, that Gohan said, that Trunks at this pace would soon surpass him, meaning, their Super Saiyan strength can't have been that different from each other.

Trunks was obviously very weakened as a SSJ. As we see he can't even maintain the transformation very long after that. Trunks exhausted logically by fighting SSJ Gohan, and Gohan reverts to base after to make things more even .
