There's no way of knowing.
Ocean is a pretty middle of the road studio, much like Funimation, so it could go either way.
I still have a preference for some of the core cast of the Ocean dub (Kelamis, Drummond, McNeil), but who knows if they'll even return, or if they'll be as good as I expect.

Who knows if there will even be an Ocean dub of Kai in general.

It all comes down to it's faithfulness to the original.
I for one loved the dub of Death Note because it stayed so true to the original, but I also think FUNimation has been spot-on with it's dubs for the majority of it's franchises lately.
I guess it's going to be decided by how Ocean approach the project. Will the keep the original music? What about sound effects (Ocean used original sound effects for their dub of Z, oddly enough)? Which voice actors will be brought in for the dub? Will the script be faithful to the original?
It's way too early to ask which will be best, since we don't know the answers to any of these questions.

It certainly is possible. Ocean definitely has talented VAs. But there are a lot of variables. Will there be a faithful script, replacement music, etc. Right now, there is no way of knowing.
But I agree with Enchanted Leg, let us get to square one first and actually see if they're even going to dub it at all before we start speculating.
