Yeah "true power" can make that question confusing... both Vegeta and Freeza attain their true natural power with transformation, I went with Freeza on the contest.

Well, in the Boo story line, he transformed back into his Kid Boo state (every other form was a dilution of it), which is his true form. Wouldn't he count?
