If you look at the end of DBZ, Toriyama sets it up like it's going to continue on from there. He wanted to give the impression that it could go on even though it was obviously the ending. My feeling is that with creating Pan, he wanted a character who would've become the new 'kid hero' of the series much like he did with Gohan in the Saiyan arc. You can sort of imagine how it would go from there.
