Only Freeza transformed into his "True Power" state by himself. Vegeta used the moon, Cell absorbed the androids, and Buu ate everyone.

Well, in the Boo story line, he transformed back into his Kid Boo state (every other form was a dilution of it), which is his true form. Wouldn't he count?

Well, sort of. When he transformed into Kid Buu, he lost power, but he did attain his true power at that point. However, prior, pretty much each transformation was unatural; absorbing Piccolo, Gotenks, & Gohan, to attain more power. Each transformation Freeza did was getting close to his true form.
