You've got to be way more specific.
In the Faulconer dub? Kind of: http://www.youtube.com/watch?v=DjYdccfJLXU
In the Kikuchi version? Don't know. Kikuchi didn't use thematic scoring, at least not to the extent that Faulconer Productions Music did, so to call something a "theme" in that score is kind of hard in a lot of cases.
In the Kai version? Possibly. To be honest, I stopped watching Japanese Kai once I heard Funi was dubbing it, so someone else who watched here could probably answer that.
In a dub other than one of the ones covered above? No clue.
[EDIT] Well now that you've edited your post to note that you're talking about games and everything else, I'll add that none of the games had a theme for Freeza. The second two DBZ action/RPGs on the GBA used Faulconer themes, but since the Mecha Freeza theme is sort of a loose association (and since he exists for all of 4 or so episodes), I don't think anyone ever really established proper theme music for him.

Yeah "Frieza's Revival" was really only used in that one scene, the one it was written for.

That track was pretty fresh in my mind because of a project I recently attempted. I tried to put the Faulconer Productions Music in as BGM for Movie 6, which I always felt would have meshed well. Freeza's Revival works very, very well as a track to play over the opening scene in the movie where Cooler's star thing is scene overtaking New Namek.
