If Cell would have absorbed either of these characters, would he have a different visual representation than his other transformations?
And would his body be strong enough to withhold such power?
With 17 and 18, the power increase is a 2 step process, but with absorbing 16 that process would have been shortened. Is this correct?

No, Cell was designed to absorb 17 and 18, they are the triggers for his evolution. I believe absorbing 16 would be useless since it is likely his components aren't designed to work with Cell, and while absorbing Goku would result in a massive power boost, it would be no different than absorbing an normal human...meaning no visual change.
As for if his body can withstand a Goku based power boost, I would assume so. He has a variety of cells from tough organisms within him. Both Freeza and Piccolo's bodys have withstood massive dismemberment and Saiyans display absurd amounts of strength. I say the combo would allow it.

#16 is entirely mechanical. He can't absorb him anymore than he could absorb a car or television. To that extent, he even tries to drain #16 with his tail during their fight, only to realize he can't.

But we can't be sure. Cell stuck 16 with his normal tail the same way he did almost everyone in the series. While I don't think he would transform or anything, there is a chance he could "absorb" him with the expanded tail like he did with 17 or 18...at least until 16 blows him to pieces from the inside. lol

Bulma commented that Cell must think he can merge with #17 and #18 because they're mostly human, enhanced mostly with "bio-organic components". It doesn't seem likely that he can do anything with something that's purely mechanical, if you ask me.

That's what I'm saying. Cell may literally be able to absorb him, but accomplish absolutely nothing because he can't integrate him. I know 16 is purely mechanical, so I doubt he would magically shrink down, or whatever, like with what happened to 17 and 18. So the gentle giant wouldn't be able to become some super power source that allows the creature to undergo his massive evolution. Cell would just take 16 from outside his body and bring him inside as a giant heaping robo-tumor until 16 got tired of being in there and busted his way out.
It would be pointless, much more harmful than beneficial. Hence why Cell never bothered to try and absorb him after learning he was fully mechanical.

^ Totally agree about C16. But if Cell absorbed Goku it'd be just like absorbing another human except the power increase would be much much larger. The only reason there were physical changes when Cell absorbed C17 and C18 is because Cell, C17 and C18 were designed to become one. Like pieces to a puzzle.
That's how I feel about it anyway :/

Cell has two different kinds of absorption: the "draining" that he uses against regular humans (and attempted against 16), and the "swallowing" that he uses against 17 and 18 (and Goku in GT). It's unclear whether draining can raise Cell's maximum power level, but swallowing definitely does. In the regular series Cell only swallows 17 and 18 to transform, but according to GT he can do this against other opponents.
Cell gained some sort of power boost from 17 and 18 when he swallowed them; yet, 17 and 18's power seems to be artificial (as it can't be sensed like regular power can). Assuming that this power came directly from 17 and 18, rather than being a side effect of the transformations, and assuming that 16's power source works similarly to theirs, it may be possible for Cell to swallow 16 and gain power from that source. Of course, Cell can't do anything with 16's mechanical body, so Cell would probably just expel the body after he's taken power from it.
Cell was specifically designed to integrate with 17 and 18, so even if he could take in other opponents in that manner, his shape would not change as a result.
The reason Cell didn't try this with 16 may have simply been because his objective was to go after 17 and 18, and didn't really need to absorb any more power. He wasn't interested in Piccolo either, even though absorbing Piccolo would have provided a similar power boost. This is, of course, assuming he was capable of absorbing anyone in this manner, not just 17 and 18.

It definitely does. During his first fight with Piccolo, Cell was demolished by him. During his second fight with him and #17 (who was equal to Piccolo), after he'd absorbed a crapload of humans, he was smoking Piccolo, was beating #17 to the ground easily and would've absorbed him if #16 hadn't stepped in.

I think it was hinted that Cell was not at his maximum the first time he fought Piccolo, and he had to eat the humans to regain the strength he had lost while regressing into his egg form. Logically speaking, since Cell was created to absorb 17 and 18, it would have made sense for Gero to make him stronger than them at the outset (that is, assuming Gero could).
I actually think it'd make sense for the Cell draining to increase his power, since Gero/19's draining did too. Sure, they're not exactly the same, but they both drain life force.
