As far as the dub goes, I was very happy.
The new narrator was John Swasey. His voice was too young and high pitched for my tastes, but he only spoke in the beginning to explain the lore of the dragon balls.
The opening and closing themes are dubbed in English.
Colleen Clickenbeard was extremely enjoyable as Goku. I didn't hate Nadolny, but Clickenbeard brings so much more energy and believability to the character. The writing for Goku, I felt, was better too.
Monica Rial was awesome as Bulma as well. She brought the quality of acting and sassy-ness we've seen with her older Bulma, but succeeded in making her sound younger.
Sabat was good as Yamcha. Aside from sounding too old, there was NO surfer and he knows how to emote comically to Dragon Ball.
Brina Palencia as Puar was basically a less high-pitched version of the earlier actress. Which is a good thing.
Bryan Massey as Oolong has grown on me. I like it.
I always love Mike McFarland as Roshi. He makes Roshi sound believably old while still being comedic as always.
Gurumes was voiced by Jeremy Inman. I haven't seen the Japanese version yet so I don't have much of a comparison, but I think the voice worked well.
All of the supporting actors were good as well.
Other notes...the "Power Poll" and "Nimbus" retained their dub names. McFarland referred to the Kamehame-ha as the Kamehame-ha Wave. There were some liberties taken with the script that I'm not sure were in the original script but didn't stand out too much. The main menu for the DVD played actual Dragon Ball music instead of generic rock, which I thought was a plus. The video quality was good but wasn't Dragon Box quality. I really enjoyed this movie and wish the new cast had been around since the beginning. I picked the DVD up at FYE for around $12.
