Cell's slicing technique is closer to telekinesis and doesn't have the same aura around the hands as Freezers did thus making it more likely that Xenolium's technique is the Earth Splitter.

I thought Buu was going to be serious damage from the attack, but I knew he was going to regen from it. It looks like this guy is strong enough to take on a SSj2 level being like Cell or Broly. My money is that Buu will win this 9/10.

Why do you figure that? He could just have assumed that since Buu had a high degree of regeneration, he would have to blow Buu`s body completely to kill him and win the match. And that`s what he tried to do, assuming it would be enough to kill Buu.

This Boo is one power hungry son of a bitch . Aslo by what standard of SSJ2 power is Piccolo refferring to<,SSJ2 Kid Gohan Or Majin Vegeta? Because that Deffinantly isnt doing jack shit to Vegetto and Gogeta or even Goku and Vegeta at their current levels of power.
