While it may technically be called fan-art since Toriyama did not originate it, the design is based on an art form that Toriyama mastered, so in a way, that is like advanced fan-art off of Toriyama. Whatever, point is, it looks kind of off anyway. But hey, still nice. And if he didn't use any diagrams for it (meaning like the circle for the head and the measuring lines, etc) it's still really good.
