Well, that's mainly the reason why I made it, so it would fit such statements...which were unfortunately overlooked at the beginning of Z.

Anyway, without further ado, here's what I came up with!

Collecting the Dragon Balls

Goku: 25 (about as strong as five men, wouldn't you say?)
Yamcha: 20 (able to launch Goku through several rocks. Definitely super-human)
Kame-Sen'nin: 350 (Had enough power to level a mountain)

Kame-Sen'nin's Training - 21st Tenka'ichi Budokai

Goku: 25
Kuririn: 15 (able to easily take out a tiger. But no match for Goku)
Goku, after Kame-Sen’nin’s training: 75 (Made enough of an increase to place him on another level from Yamcha)
Kuririn, after Kame-Sen'nin's training: 45 (Also increased nicely. Made Yamcha doubt his own ability)
Bacterian: 7 (quite a large man, otherwise ordinary)
Kame-Sen'nin: 75 (even with Goku, won only due to his longer frame)
Yamcha: 40
Ran Fan: 3 (average woman with no real ability, relied only on sex appeal)
Nam: 70 (fought on par with Goku)
Giran: 30 (beast, however far outclassed by Goku)

Red Ribbon Army - Fortuneteller Baba

Goku: 75
Silver: 7 (in shape, nothing out of the ordinary)
Full Metal Jacket: 50 (Goku proved stronger, but had mechanical durability)
Murasaki: 5 (average strength, below average intelligence)
White: 8 (large, muscular man)
Android 8: 200 (Goku was impressed by his power)
Kuririn: 45
Blue: 60 (beat Kuririn to a pulp, superior)
Bora: 30 (chucked men like kittens)
Tao Pai Pai: 150 (far superior to Blue, Bora and Goku)
Goku, after Karin's training: 225 (power was multiplied, as stated by Karin, overwhelmed Tao)
Karin: 230 (Goku pushed him to his limits)
Dracula: 10 (vampire, nothing special)
Invisible Man: 20 (survived quite a beating from Yamcha)
Mummy: 80 (stated that not even the "previous" Goku would have been able to beat him)
Devil: 120 (Goku easily did away with him when serious)
Gohan: 220 (on par with Goku)

22nd Tenka'ichi Budokai - King Piccolo

Goku: 250 (slightly improved from training)
King Chappa: 100 (Kame-Sen'nin had heard of him, was a master in his own right)
Yamcha: 120 (made progress with Muten-Roshi)
Tenshinhan: 250 (easily finished Yamcha when serious)
Man-Wolf: 10 (strong enough to get to finals)
Kame-Sen’nin: 225 (did his own training, fought on par with Tenshinhan)
Kuririn: 135 (Goku fought him heavily holding back)
Chaozu: 87 (Kuririn easily knocked him out)
Panpoot: 25 (could crush rock, similar to early Goku)
Tsuru-Sen’nin: 110 (Roshi easily did away with him)
Tambourine: 200 (easily killed Kuririn)
Yajirobe: 210 (put up a fight with Goku)
Cymbal: 50 (Yajirobe did away with him easily; stated to be several times weaker than Tambourine)
Old Piccolo with weights: 220 (fought on par with Goku, but had slight disadvantage)
Old Piccolo: 800 (easily beat Goku with less than half his power)
Young Piccolo: 2,400 (stated to be several times stronger)
Drum: 350 (overwhelmed Tenshinhan)
After Super Holy Water: 2,500 (obtained the Oozaru’s tenfold boost and overpowered young Piccolo)
Mr Popo: 3,500 (toyed with Goku)
Kami: 8,750 (flicked Goku like a speck of dust)

23rd Tenka'ichi Budokai

King Chappa: 100 (probably reached his limit already)
Yajirobe: 210 (unknown if he trained at all)
Shen: 8,750 (possibly less, due to weak human body)
Tenshinhan: 2,400 (had confidence to beat Goku)
Tao Pai Pai: 1,500 (increased amazingly but not nearly enough to match Tenshinhan)
Chi Chi: 25 (strong enough to reach finals, as strong as Goku at their first meeting)
Kuririn: 1,875 (impressed Piccolo, but easily made to surrender)
Yamcha: 1,625 (no match for Shen)
Piccolo Junior: 8,900 (stated to be several times stronger than his father)
Goku: 9,100 (V-Jump's 910 x 10, just for the hell of it XD)

Master Roshi was stronger than Goku at their 21st Tournament fight. Destroying the Moon burned up a lot of his power.

Actually, their fight leading up to that point was very even. If anything, Goku had the edge. Destroying the moon only reduced his Ki-launching capabilities to zero, at which point Goku attacked him with a Kamehameha.

A very small part. Discounting Freeza, power levels stop at just over 100,000. Freeza's gigantic PL is only so we know he's still a major threat even with Goku Kaiokenning up to ten times.

Kaio had no idea about Freeza's true power, and I don't expect Kaioshin to as well. I do my BP charts from an in-universe perspective, I don't assume that someone knows something just because that's probably how it was meant to be taken. So I find it perfectly acceptable, since I've actually put him at 100x Freeza's known power level.
