For a comparison, DragonBall DS 2 came out in Japan 11 February 2010 -- we didn't hear a peep about it for North America until GameStop leaked the release date and cover art in late April (noted as coming out in June, which it did).
So yes, it's very possible that a game due out in Japan in a little over a week is indeed coming to North America and just won't be announced for a little while.
On the other hand, these games are selling like garbage (particularly the portable ones). Furthermore, it's a standard Nintendo DS game that will be due out during the exact same time frame as the 3DS, the system that's replacing the older model. Yes, there have been some great games that came for the previous generation on the cusp of the next generation, but this is licensed material bordering on shovelware -- hidden gem of awesomeness it is likely not.
Is Namco-Bandai over here in the US really going to want to put in the effort to localize the game, distribute it, and do even the most minor amount of marketing for a game that's not for the new hotness? The DS has a huge installed base, sure, but this thing's going to get lost in the shuffle more than usual. They shut down their main online portal ("Goku's Corner") as of the end of the year (though I think it slipped into early this month), so it's not like they're doing a whole lot with the franchise right now.
Honestly, I could see it going either way.

Aw, I didn't know "Goku's Corner" closed.

I hope that they release Ultimate Butoden over here, even though I got my 3DS preordered. I'm also excited for Pokemon Black and White, and now that I got my sister hooked on FireRed and I'm gonna give her my DSi when I get my 3DS, I predict LOTS of trading and battling will ensue. Back on topic, the game sounds promising and exciting. Hopefully Namco Bandai will be smart (or dumb, I'm no business expert) enough to release it in North America. And if they brand it with Dragon Ball Z Kai, the kiddies who watch the show and have DS's will probably snatch it up.

These games still make money, I'm pretty sure Bandai Namco will release it here in the US since they can still make a good profit out of the fans. I mean these games main traget audience are the fans afterall. I'm still I have my DS and I doubt I will get a 3DS until later this year around X-mas time anyways.

As expected, Gogeta appears again without Janemba, but I'm not unhappy about that. It's been like that since Budokai 3, and besides, Gogeta's a cool character. We also have the familiar non-canon duo of Bardock and Broli back. As there are no transformations listed for Broli, he's probably in his Legendary Super Saiyan form.
I see Boo arc Gohan's missing his Super Saiyan 2 form. I found Dr. Gero there, but not #19 a little bit weird, though. And "Mystic" Gohan and Super Boo's absorptions are missing too.
Overall, it doesn't look bad for a DS game. Not too big, not too small. I wonder who the unknown character will be...

Namco Bandai appear to be having a 2011 lineup reveal tomorrow, so I imagine if we're going to get a localization any time soon, tomorrow would be a good day to find out.
