It says "Watch for Children' It's a common sign in areas where children will be walking in the early morning hours on their way to school so commuters don't clobber them. I believe they recently started gaining popularity in the US. I've seen a few of those scary-looking bright yellow humanoid figures with signs that say 'SLOW'.
Those signs in Japan have cleverly been disguised as popular children's comic and animation characters. Most of those I've personally seen are Pikachu's or other Pokemon.
