What are villains going to do in Hell for an eternity?
Keep training and fighting for no reason? Torture other residents?
Talk about stuff to pass time, even though time will never pass?
We know the afterlife is a little bit different and Hell doesn't even appear in the manga, but in the anime Universe it doesn't seem like they'll be turning into souls anytime soon, or get reincarnated. (is reincarnation mentioned in the manga?) We see that the Ginyu Force and Freeza still have their bodies in Hell after 10 years since they died. And even after another 15 years, in GT.
So what are they going to do for an eternity? Do you think there are other mysterious places in Hell?

Yes, reincarnation is mentioned in the manga... before Vegeta's suicide attack, Piccolo stated that he would have his memories cleansed and be reincarnated as another being... or something to that effect.
So in the mangaverse, none of the villains would likely exist at all, except for possibly as reincarnated creatures.

The manga makes it clear that no one who goes to hell gets to keep their body, and as Kingdom Heartless mentioned, Piccolo explains that in hell your soul gets purified so you can be reincarnated. So purely by manga logic, they can't train or terrorize anyone since they have no bodies, and they won't be there for all eternity.
But if you take filler into account? I have no idea.

It's sort of a Buddhist-like system, I think. When you die you are judged on your actions (how righteous and compassionate you lived,) then sorted into one of many realms. We could interpret the afterlife that Goku spends some time in as being the next world up. Eventually Goku and others there would be reincarnated again, sorted into a new world, higher or lower than that life. All 'souls' are being recycled like this forever until they each attain a certain peace that releases them from that endless struggle. Villains like Freeza are in some sort of really shitty place, having to eventually build up the karma over many lives in order to gain entry to the main universe again.
I guess since Goku saved the entire universe, his request that he meet Buu in his lifetime again is what granted Uub special privilege to skip all that for once. However, we do see that he is born into what you could call the most unfortunate circumstance that we see among characters in the series.

Its simple like that : When ou go to hell,you lose your body,memories,our soul gets cleaned and then you are reincarnated.
Anime filler simply messed that up.If you ignore Filler it makes sense.
Makes me wonder what Freezer and Co. would be like when reincarnated My siblings and I once suspected that Trunks was Freezers reincarnation

But Hell DOES exist, even in the manga, and what else would it be there for but to hold bad souls? I'd wager that there's typically a waiting period which, goody, you get to spend in Hell before undergoing your cleansing and reincarnation if you were bad. If we're interested in reconciling the movies and GT with the manga, then maybe folks like Freeza and Cell, who were particularly nasty, stick around in Hell for longer as punishment.

Sitting on the ass for eternity with nothing to do is my definition of hell at all.
Seriously, the vision of flames and tortures never appealed to me. I've always considered hell as a state not a place. If I had to imagine this- vast land with nothing only your memories and unsolved problems left fits that more than everything else.

Going solely by anime filler it was obvious that they used their spare time on training(or at least the Ginyu Force did).
We see this in episode 195, where Freeza is surprised by the Ginyus being taken out so easily by Goku(who laughably enough had to go SSJ to do that in the NEP!).
Now Freeza has no need to be surprised by Goku's feat of doing just that, if the Ginyus didn't get stronger, because Goku in his fight vs. Freeza was already way above each and everyone of them at that point in time, so it seems that the Ginyus maybe surpassed the version of Goku Freeza fought, all considered.
This is of course only in filler...

Anime filler shows them torturing others in Hell. Manga-wise, they get cleansed and come back as some other lifeform. I liked the way the anime showed hell, and the villians, Pikkon is awesome to.

I think nothing at all. I think that the whole idea of Hell, you are stuck in the darkness pit of the universe with no body forever. It's pretty much the whole idea of torture in the afterlife for evil souls.

Yeah, that's true. Well Cell didn't exactly team with Freeza did he? Cell made it very clear that he considered himself the boss of Hell and yelled at Freeza, because the latter was horrified by Goku's Toei Hax.

I guess basically the afterlife is like one big DMV. Honestly the differences between the anime and manga versions of DragonBall Hell are one of the things I stopped attempting to reconcile years ago.
