Weapons are allowed in the tournament. But I do know what you mean. I guess if Android 17 and 18 are allowed to participate why not 16?

Vegetto has a very loose definition of "Holding Back."

When we read all of what he said, it seems clear that he wanted Bra to do her best to defeat Zangya without causing her harm, because she needed to control herself better. If she didn't do her best to follow his instructions, he would remove her from the tournament.

He didn't threaten to remove her from the tournament if she didn't follow his orders to the letter. He threaten to remove her from the tournament if she didn't do her best to follow his orders.

She did her best and she actually managed to control herself partially. Therefore, Vegetto didn't remove her from the tournament. "

Also, here is what Salagir had to say:

Did you guys notice that in the 5th panel the guy has shades/goggles on but in the 6th they're gone. Gogeta Jr. must have forgotten to draw them.

I don't think he forgot, I think the goggles were activated when he was scanning #16 and in sixth panel he just didn't need them anymore.

Forget winning, 16 just needs to make sure he survives. If 16 gets scrapped by this guy (who obviously doesn't care about a robot) he may not come back to life.

No. Its a feature of their armor. Just like the shoulder pads, his armor can extend them or retract them, probably using nanotechnology or some other kind of technology (probably similar to capsule technology).

As long as the guy doesn't destroy his head I'm sure Trunks or Bulma can repair him. But if #16 is completely destroyed, well yeah, he's screwed.
