I think it's easiest to assume the wish only excluded the really
cosmically evil people. Like, opposite-to-the-gods evil, as Babidi and company are.
Dragon Ball exists in a world where there are very concrete ideas of pure evil and pure good, so I fully believe that's what the guidelines for that wish were.
On topic, I'm going to agree that both Pilaf and Tsuru-Sennin should have made appearances. Pilaf especially. Goku's arch nemesis indeed.

Keep in mind, Polunga did revive Vegeta, who killed a lot of innocent people a little while earlier.

Mine is Piccolo Daimao as well. Ever since I first watched DBZ many years ago I hoped to see him come back somehow or at least appear in Hell, or when the other villains returned in GT.
He gets wished back in Super Sonic Warriors tho.

Meh. Fair enough. The wish was basically just to wish back everyone who weren't Bobbodi and Dabra. But I thought Tsuru-sennin wouldn't be wished back was because he trained assassins (who, in the DB world, are evil - Kame-sennin tells Tenshinhan that his power's wasted on evil) and tried to kill his former pupil.

Wouldn't you be pretty bloodthirsty if you spent years and years training someone to be an assassin and then they refused to even kill the guy who killed your younger brother? Tsuru-sennin REALLY got a raw deal the way I see it.

Tsuru-sennin's evil to be a mentor of assassins in the first place. He's even more evil to try and kill his former pupil just for leaving his school, even after his younger brother's turned out to be alive.
But I said fair enough. The wish was basically just to wish back everyone who weren't Bobbodi and Dabra. Perhaps Tsuru-sennin wasn't "really evil".

It'd be pretty cool if Tao Pai Pai got upgraded by Dr. Gero to be an incredibly powerful cyborg with tons of dangerous hidden cards up his sleeve (like his hidden blade and Super Dodonpa from the 23rd Tenkaichi Budokai.) Tao Pai Pai was the most formidable foe Goku fought in the RRA (unless you count Commander Black and his giant robot suit) so even though he wasn't an official member I still could see Dr. Gero tracking him down since he also wanted revenge against Goku.

Oh, I understand that. But he's still a mentor of assassins and it's kind of insane to want to kill your former pupil even after your younger brother's turned out to be alive. You could argue that insanity doesn't make you necessarily evil, but whatever. I don't think Tsuru-sennin's insane anyway, but his actions could be seen as insane.
But this is all personal opinion.

Well this is just my opinion but I think the huge disrespect was still there even after Tao Pai Pai turned out to be alive. If one of your family members "dies" and somebody mocks them, and then later it turns out you heard completely wrong and they're alive and well, you'd still probably be furious at whoever mocked them.
It's stuff like this that makes me wish he got a backstory or at least came back in Z. He really was one of the most interesting villains in the series by far IMHO but he just vanishes forever after being one of the villains in the 22nd Tenkaichi Budokai and popping up to cheer his brother on at the 23rd Tenkaichi Budokai.

I wish he got a backstory too. I've always been interested in his backstory, as well as Kame-sennin, Tao Pai Pai, Tenshinhan and Chaozu's.
