Ooishi will be making a manga that continues the Z Manga past the Buu saga. It will have a newly designed Super Saiyan 4, and even a Super Saiyan 5. Akira Toriyama will be assisting her and backing off. The events in japan (earthquake, tsunami) slowed this down now Toriyama is taking care of that. It's rumor to be out later this year or early 2012.

Well, it seems we've moved past AF and on to Hoshi. lol Random people on forums have started talking about Dragon Ball Hoshi, a new series supposedly coming out soon in both manga and anime format. I dunno, I ran the title through Google and got a couple of different forums after a couple of pages. I know it was listed on DB Wikia's forum on the first page (go figure). Anyway, it isn't like I expect this to be real. I make clear references to it being similar to AF, just more modern, but I would be interested if something did come of it. I might half believe this if they didn't announce that there would be an anime alongside it. If DragonBall Hoshi even exists, they wouldn't announce an anime right off the bat.
I kind of like the idea of Toriyama working with Ooishi. If Hoshi did exist, those two should be the ones to start it.

The word "hoshi" is a generic space object in Japanese (a star or a planet).

Probably fake. The fact that One Piece and Pretty Cure are Toei's big anime money-makers along with pointing out how Kai was doing so poorly that it died an early death aside; if there really was going to be a new DB series, we'd read about it on Japanese sites first.
Also, that Wiki page doesn't list any sources for this "Hoshi" series. In order to verify anything when it comes to news, you need to have a legitimate source and be able to reference to it.
