Like the made up people for Heroes, like the girl characters and that main one we have seen from the beginning, those are just things they made up for the game, so I don't see them ever being in another game NOT related to Heroes.
SS3 Trunks is an real character with a real transformation, so I would call him an actual character.
Chilled is in an official [Not sure about that] manga release, so I was wondering if he is canon/part of the real universe.
Pretty much could he be refered to in a canon sense and also put into a video game as being from the DB Universe?

I haven't seen a translation so I don't know what the special was about. I don't know if it is a story like how the movies were to the series or like how the 2 TV specials were to the series.

Well, "fitting within an established continuity" and "canon" are two separate concepts. They may seem similar, and sometimes there is crossover, but they're two distinct concepts.
The new "Episode of Bardock" three-part manga special has been marketed as a "sequel" to the original Bardock TV special. That means that it takes place within the same continuity as that special. The special fits within the continuity of the TV series it was a part of. Therefore, I would pretty safely consider anything from "Episode of Bardock" (including characters like Chilled) as safely taking place within the DBZ TV series continuity.
You can take it further with your own personal canon and start breaking down whether or not you feel there are any/enough contradictions to keep "Episode of Bardock" from fitting within said personal canon based on something like the manga, blah blah blah.

Why wouldn't Chilled have a chance at being in the game? He could go along with SS Bardock [if he is added]. The heroes for that game are just there so the person standing in front of the game has a person to play as that isn't a DBZ character.

Oh, I don't expect the generic avatars at all. I was just saying that it is a slight possibility that they (and other game originals) could show up. Past games have featured playable characters that were originally game exclusive (Hatchiyack), as well as generic nameless characters that looked different in their alternate outfit (Freeza Soldier).
Also, I wasn't trying to suggest that Chilled couldn't show up in other games. Quite the opposite, actually. I was pointing out that the games often include characters generally considered to not be be canon. If Chilled isn't canon he can still show up in other games.

I could see the 4 sets of avatar characters showing up, but not as individual players. They could probably be tossed into the game similar to the Freeza Soldier, using one character slot with three different skins for the Hero, Elite and Berserker. They aren't full fledged characters, so I doubt anyone would care if they shared attacks or voices for the 3 costumes...well, maybe not, people will complain about anything. I think it would be nice if they gained a little recognition and were used outside their source game, but the other developers wouldn't have to break their backs to make them special or anything to make me happy. I'd really only want the Freeza Clan included, and maybe the Majins, but it would be unfair to only take a few of them. So I think four generic characters with 3 costumes each would be pretty fair.

I could see people VERY pissed off that they would add generic characters from a Japanese arcade game over characters from the anime/manga that STILL haven't made it to a release.

I didn't see people rioting in the streets when Hatchiyack made it into the games over Pui Pui (a manga character). Hell, Namco Bandai prominently featured the guy... uh, evil computer thingy... on the cover of the previous console game. It would basically be the same situation.

Seeing how most of the recent games from Spike are only focusing on Z, we're honestly running out of characters that I would even think about caring for. Maybe another 20 or so, without actually counting, not including the stuff Heroes has introduced or giants since they probably won't be playable. Me too, man. Muuri's got some great special moves. I particularly like Blow Up Scouter With Finger Beam. Of course, things really get crazy when the chips are down.
