It's definitely not Buu. That guy has long arms and muscles, no gloves and a different cape. He looks like Dabura without his blue jacket thing. Dabura should be in Heaven tho.

Here's my explanation for that shot:
- Butta's not there because he died so fast that he was actually the first in line;
- Since ghosts don't have legs, Jheese is just flying while his soul overcompensates at the bottom (which is why he seems so tall. It's not an animation mistake at all lol);
- Kiwi wants to join the Ginyu Force...but he's still weaker than Guldo;
- "Pink guy" is either Buyon from Dragon Ball or Ebifry from Z movie 2. In either case, weight loss was involved.

To make my understanding:

-Jhees appeared lining up with Ginyu, Recoom IIRC in Enma's Check-In Station on Ep. #47.
-Recoom, Jhees, and Ghurd only appeared on TV on Ep. #42. No sign of Burta at all on GT. I doubt he appeared behind the villains when the Hell Portal opened.
