Gohan had long hair in the Room of Space and Time when he first became a Super Saiyan. He did look kinda like Raditz then. Goku and Raditz have similar facial features. Look at scenes of facial closeups.

True, but you can only go so far with facial similarities in an animated show. Plus the fact that at that point in the show the animation wasn't exactly in it's most detailed state.

Well seeing as they ARE brothers, and that was the intent, I'd say it is safe to go by. Those earlier episodes and the art style always reflected the artwork of Toriyama-san better than the later sagas ever did. In my opinion anyway they seem to match up better to the original work.
