Also nobody said to which form of Cell Dabra is equal. It could very well be Perfect Cell.
It depends mostly on what form Gohan uses against him... Thinking about what Kaioshin said about having seen the extraordinary power of Gohan that Kibito didn't see, I'm confident Gohan used SSJ2 all the time...
No, it
doesn't "depend mostly on what form Gohan uses against him". It was Goku who estimated Dabra's power, so it's very likely he was comparing him to the
Cell form which he fought himself.

I think regarding Piccolo, AT was probably unsure of where he wanted to place him post Rosat. There's many differing lines of thought on Piccolo. AT probably was a bit wishy washy in the Cell Saga, and didn't really set his place until the Buu Saga. He probably checked back in the Cell Saga and asked can I get away with it? And probably wasn't super happy about it, but he didn't exactly box himself in. It's obviously not perfect as we wouldn't continue having this debate if it was that clear....
