Why #16 was a failure

Not really. Like I said, his power was a mystery before his battle with Cell. Prior to that, the most we had was "stronger than the Super Saiyans", like #17 and #18. There's nothing that suggested he was stronger than #17 and #18, nor anything that suggested he wasn't.

Of course No.17 replied that his power is greater than No.16, however No.17 is arrogant and I suppose Dr. Gero knows what he is talking about.
