Originally, all I knew was that they belonged to "Sakiyomi Jan Bang!", but I couldn't find their names before posting. Info about Minami Akina is plentiful, even on English sites, the other two hosts always seemed to be left out. A lot of searching later, I've finally figured it out. They are the comedy duo "America Zarigani", and I here are their names; Yanagihara Tetsuya and Hirai Yoshiyuki. Personally I don't think the other races need transformations, but that's just me. Majins don't really transform and only Freeza and Coola are shown to have transformations, this leaves it debatable, but it is possible that its not a trait all of them share anyway.

Seems we're going to have to wait and hope that there is another DVD release sometime in the future that they will put the recent Heroes commercials on, because it doesn't seem like we are getting the full version of the Vegetto one before the next set of cards. I've done a lot of searching, and found nothing. That said, the next commercial is here, though not the full thing yet. It features "LSS" Broli beating up SS Goku, and the Hero transforming after not being able to watch beating. Halfway through the commercial, we get our first look at the SS Berserker and Elite on a card, but they are mostly covered by an animated hand atop their avatar card. I'd expect images of them soon though...

I see no reason for them to fully animate 5 out of the 6 commercials with about a minute of new animation that bothers to tell a short narrative, and then only do scenes for the one we haven't gotten the whole video for.
