I think we can safely say that their intended aspect ratio was /both/... there's no other reason why they would do open matte in the first place if they didn't want to show it both ways.
In this instance, you can watch it the way you prefer... and there's no wrong way.
takarajima, I'm curious... could you do some hi-res scans of the VHS inserts?

Hahaha, he's right. When they're clamshell cases, they usually call 'em inserts or coversheets.

While he's fetching out the ones for the fullscreen tapes, I recently obtained a Makafushigi Daibouken VHS in letterboxed widescreen. I tried scanning it's label. Sorry for the sideways;

Since I've been bored a bit, I've been doing more analysis of the VHS Rerelease Letterbox version of Makafushigi Daibouken.
I'm having a friend take some random shots (because I'd probably be terrible at picking out good "Moments") and comparing them with DBox. Here's a quick-n-sloppy JPEG to show the screen and color differences.

Two notable things appear to be;
1) In this shot the VHS tape looks zoomed out more than DBox.
2) The colors are different, but do not appear to be drastically so comparing from this shot.
Perhaps in a bit I'll take some more shots of my own.
