Or was just taken by surprise since he didn't expect an attack before the match started. A punch doesn't have to be strong enough to hurt Gast to knock him down. It only has to be strong enough to move his mass if he wasn't braced to tank it.
Also, just for the record, I'm always slightly bothered when we see Gohan, Goten, Trunks, or Piccolo in a panel with no other context because I can never tell whether it's U18 or U16. I always tend to assume it's U18 unless told otherwise. But maybe that's a mistake.

I don't think Cell Jr would have won anyways. I remember reading that Gast defeated Cell and Buu in his own universe unless Cell and Buu in his universe are much weaker somehow.

When I saw Cell Jr flying towards Gast without touching the ground, I was expecting for Gast to go "stop" like in Bardock's vision and point out that Cell Jr needs to touch the ground.

But this Cell is 27 years older than the Cell we know from DBZ. Honestly I'm not putting Cell any higher than Majin Vegeta or evil Fat Boo.
EDIT: He also has the genes of Freeza which could mean that he probably was thinking there was no need for him to train since there was no one in the universe to oppose him for a along time, until he started to get extreamly bored thus leading him to start training or start killing himself over and over.
