I don't believe so, but it still would mean Goku trippled his strength whereas Tenshinhan's is something like x7.

I am always skeptical about any battle power in the manga, at least when it comes to the Earthlings. They can change their battle power at will, and that's the reason Vegeta told Nappa they should not use the Scouters in the battle.
The publications however go for the actual strength of a character, rather than what a Scouter may tell you.

The guides portray BPs the characters had at a specific time, not their actual maximum power. So Goku may have had over 900 during his Super Kamehameha or whatever it's called during the 23th Tenkaichi Budokai, same for his Kamehameha against Raditz.

Goku only doubled (or trippled, depending what source you like to use) his strength in three years while at Kami's, while Tenshinhan increased his strength 7 times in less than one year.

1. Goku had a sparring partner too, it was Mister Popo.As has been mentioned before, having a sparring partner is a lot more beneficial. Plus Kami directly oversaw the human's training while leaving Goku's to Mr Popo.
2. Mister Popo is stronger than Kami and stronger than Tenshinahn and co. so them sparring with eachother should actually be harder for them to obtain strength faster.
3. There is no reason to believe Kami kept somthing from Goku and shared with the others
4. The sparring partner argument can be used for the Piccolo and the others when they arrived at King Kai's too.
Piccolo Daimao was right, this is going around in circles. All of this has been mentioned before. I'll continue if I see someone bring something new to the table otherwise I have pretty much said all I have to say about this.

Well, that's true he does say Kami is more amazing, but I keep hearing he's supposed to be 1,030 or something , which is one the greatest WTFs regarding battle powers from the guides. Yet why would they put it so high when it would have been far more believable to have it around 23rd TB level?

We're never given a time frame for that battle power.
