EDIT: He also has the genes of Freeza which could mean that he probably was thinking there was no need for him to train since there was no one in the universe to oppose him for a along time, until he started to get extreamly bored thus leading him to start training or start killing himself over and over.

I'm putting him exactly at Evil Fat Buu, with Goku and Vegeta's genes, it seems pretty likely.

I'm putting him at "Super Perfect" level, because we're given no indication that he can get stronger. The only ways he gained power were from absorbing humans, the androids, and his self destruction. And with that self destruction I think he achieved his "true perfection" ie he reached his limit.

He held back against Dabra to the level he was before his attempted suicide.

That's because he was holding himself at his pre-self destruction level.

Buu's just trying to undermine the organizers and break the last of their control. He wants the whole thing to fall into chaos and riling up the crowd is a good way to do it.

This. He did the same thing by screwing up the machine that let the Vargas' teleport Broly back into his universe. He obviously wants to cause some trouble.

Or scope out new targets to absorb. He is pretty much a universe in itself. I doubt he thirst for more power is gone. Especially with Vegeta and Goku in him.

I look at it this way. It seems to me Buu and Cell have similar goals but different means to reach them. They know they're among the strongest participants but at the same time have seen astonishing power. They may be aware, based on the tournament makeup, that they could end up losing. So because of that they are itching for a way to game the system. While Cell seems to be content observing and quietly plotting based on what he sees, Buu is proactive and is more overtly undermining the organizers. Arguably Freeza and co. are thinking the same thing. The real goal is the dragon balls, not the tournament. Hell, they may be looking to capitalize on the interdimensional travel and expand their conquests.
