Great animation? Awesome! I hope Tate, Nakatsuru, Hisada (unlikely), Kanno, and some other Toei aces got to do key animation for it.

I tried some of the other videos listed on the page and was told "We're sorry this service is not available in your country.".

That's weirdly selfish of them compared to how nice they were back in 08' with not only streaming the special no matter where you were, but supplying subtitles too.
DB's got fans all over the world and they know that.

I don't even get that. Without the IP blocker, I can't even access the site, and with it, all I get is a blue screen when I click on any of the other videos...

Well, let's hope that someone able to watch it will record it, just to make sure everybody sees it. By streaming it online at another time in a more "everybody in the world can see it", even if it isn't subtitled (so that we can at least enjoy the new animation while waiting for a late official release...).

...They didn't color Toobi the same as he was for his Heroes model. Here he is blue/purple/etc, in the game he was green and yellow. Also, his armor in the game was red and black, here is is white. Interesting...

But just so I clear this up. this movie is nothing more than a ''What if'' right?

The manga, and in turn this anime adaptation, are officially described as a sequel to the Bardock TV Special, not a what-if, not a spin-off. What you decide to call it is your choice, but apparently to Shueisha its an official, direct sequel.

Also, the EoB screens seem to have Bardock with yellowish straps on his armor instead f the darker green... I wanna see the whole thing NAO. lol
