I think the deal about SS1/SS2 is just conservation of energy. Seeing as SS1 is mastered to be as effortless as fighting in base form, it's a better idea to use that as the go-to fighting form against strong opponents unless you are outclassed. SS2 puts strain on the body and as such isn't such a good idea to use unless you really need the extra strength.

I don't think anything says that besides Goku and Gohan the other Super Saiyans have absolutely control over the form. Vegeta and Trunks had the perfect time to control the form before the Cell Games and they for reasons unexplained didn't.
Goten and Trunks might also have perfect control over the form since they play together as Super Saiyan but, again, we don't know anything more besides that.

They did, or at least they started. Vegeta and Trunks did not have full-power Super Saiyan auras during the Cell Games, they have the same aura of the Cell Jr., however Trunks does when he returns to his time.

I don't think have fully control over the Super Saiyan form is synonymous to be at the limits of the said form. Goku and Gohan reached their limits in that wall by having control over their Super Saiyan forms. Neither Vegeta or Trunks show signs of calmness after their training before the Cell Games nor they did until the story ended. And Goten and Trunks calmness could be because they're children and not necessarily because they have control over the Super Saiyan form.

I forgot about how Goten and Trunks have the ability to manipulate their battle powers while in Super Saiyan. That indicates they do have fully control over their Super Saiyan forms, like Goku and Gohan. Vegeta and the other Trunks is a different situation I believe.

Vegeta & Future Trunks had shown the second aura in the Cell Games. Goten & Trunks had this aura too. I don't remember about Trunks, but Goten & Future Trunks have displayed the third aura, so it's safe to assume that every SSJ in the manga (exept Future Gohan & Bardock) eventualy became SSJ Full Power.

Lssj Broly(Movie 8 ) vs Base Hatchyack(Original PTETS ) vs Full Power Bojack vs Full Power Cell(No Superperfect)
For the sake of this match, assume that Goku and Gohan were FP Ssj's in Movie 8+ Plan to eradicate the saiyans.

Gohan pierced Bojack's body with a punch, so he probably is the weakest of all them. Broli on the other hand withstood a blank-shot Kamehameha from Goku, if we assume Goku was as strong as he was against Cell that would mean Broli is a lot stronger than Cell. Finally Hatchyack is mentioned to be stronger than Broli.
So Hatchyack would win, Broli in second, Cell in third and Bojack in last.

Hatchyack defeats Broli, since he is stated to be stronger. I assume that Cell would win Bojack, do to his regeneration ability. Now, this leaves Cell vs Hatchiyack... I guess Hatchiyack wins this. Nam (21st Budokai) Vs. Mr. Satan (Cell Games)
Mr. Satan has a reputation for winning the Budokai, but how strong is he? Mr. Satan is afraid of bullets, something Kid Goku endured. Nam was able to hold his own against Kid Goku for a while.

He's definitely not strong enough to handle them like Kid Goku, but I only recall Mr. Satan being visibly afraid of the missile that one of the thugs launched at him.

Nam held his own against Goku at the 21st Budokai, who was much, much stronger than Goku in his first appearance. As we know, Goku took a gun shot to the head in his very first appearance. According to official saying Saiyan anatomy is what made it possible for Goku with a battle power of 10 be capable to be unharmed by a gun shot to the head. His resistance doesn't have actually to do with his battle power but his Saiyan durability, it seems.

I believe there is no official explanation regarding that battle power of 10. The battle power is also part of the "anatomy" for the matter.
