I forget about that description. But I am not sure if it is regarded as a bonus or just additional information. I suppose the Ki is also a result of training your body, since increasing your muscle mass also raises your Ki.
Some people may think 10 is too low for Goku, but we don't have any real-life reference, so anything is possible. I guess it's because of the fans habit of creating "formulas" for battles, so Goku overwhelming strength over a regular human doesn't match what they know about a fight against someone with twice the battle power.
Perhaps "10" is based on the idea that Son Gohan should be able to stop Goku as an Oozaru, so his strength should be less than a tenth that of like Kame-sennin?

I agree. Fighters may be afraid of his fame. But the tournament announcer also said the level of the Budokai dropped since Goku and the others left.
It's funny to think that anyone close to super-human strength like Giran or Panput should be able to take Mr. Satan title.

I personally believe Mr. Satan can defeat anyone that isn't above that human wall that Kame-sennin tells Goku and Kuririn early in the story. Since he is suppose to be the strongest ordinary guy around he would logically lose to Nam but guys below the human wall like Panput, Goku, Kuririn and Yamcha before they're trained by Kame-sennin, etc. would definitely lose to him.

Well, before Goku and Kuririn trained with Kame they could break rocks with their hands and survive bullet shots, so I doubt Satan could do anything to them.

It's likely those fighters (King Chappa, for example) just left after the multiple beatings and witnessing fights that they couldn't even keep track of. For whatever reason, there seemed to be some ignorance from the fighters at the 25th Budokai. Whatever the case, there was clearly a massive decline in the quality of fighters by the time the 24th Budokai took place. Even Panpoot, who was likely the weakest of all of the notable Budokai fighters would probably defeat Mr. Satan.

Namu held his own against Goku, the guy who'd tanked bullets with little damage eight months prior, and even almost knocked him unconscious. Mr. Satan was downed by one bullet and needed Boo to heal him. Namu stomps, without a doubt.
The only reason Mr. Satan won the 24th TB was because the Z-Warriors and other super-strong guys weren't participating, so he was probably just going up against your average-joe martial artists and happened to win. The undeserved hype that he got was a gag, but in-universe, it's likely that the Earthlings had merely forgotten the far superior guys at the previous tournaments (only the King recognized Goku and Piccolo).

SSjin Vegeta and Initial 2nd form Cell should be at the least close to each other. c16 thought that he may have a chance against Cell and Trunks was questioning Vegeta going SSjin g2 off the bat.

Vegeta wins easily. Android #16 is only ok with the idea of fleeing once Vegeta and Cell engage in combat. Since he went from considering Cell as the most powerful in the universe to believing Vegeta is able to fight him after powering-up since the last time, I'm sure Imperfect Cell would be nothing more than a weak test dummy.
Trunks seemed to be surprised at Vegeta's decision to transform early, so I think Vegeta can take Semi-Cell at that point. However, I believe Semi-Cell at full-power would scrap Super Saiyan Vegeta.

Imperfect/1st-form Cell gets his spindly exoskeleton spanked.
After that... I'd say Semiperfect Cell's full power (remember, he didn't pull that out until after Vegeta was beating on him) would be a bit too much for Vegeta to overcome without using SSj Grade 2.

Yeah, I think SSj Vegeta post-Rosat would stomp Imperfect Cell pretty easily, if he doesn't cockily drop his guard and allow Cell to absorb his ki.
But against semi-perfect Cell, I think that once the big bug pulled out his full power, Vegeta would be finished.
How about Son Goku vs. Vegeta in an eating contest? And Bulma vs. bad Lunch. They can still use technology, weapons and whatnot.

I think Piccolo would probably win, as Vegeta destroyed him easily. I think Kaioshin overestimated Pui Pui a lot.

Weighted Piccolo turns the less competent Ginyu into dust with a mere look. Pui Pui is pathetically weak, IMO.
