Though it may seem like an obvious answer, does the Dragon Ball Universe actually have any laws? We see everyone commiting all kinds of crimes, including multiple murders, but no form of law enforcement ever seems to appear. Ever.

Policemen are also in GT, trying to rescue kidnapped Goku and in DB chasing Lunch.
I wouldn't say that "everybody commit multiple crimes". We see selected part of the world centred around superheroes whose problems and methods of solving them can't be representative for whole society:) Most of their adventures on Earth took place in wastelands or involved powerful criminals who wouldn't be glad to see any officials around.
Hoverer I wonder about the gap between highly developed cities where police and other forces are seen, and villages like that from where Oolong kidnapped young girls. How could it happen that they didn't contact any authorities? Even the cause sounds odd someone should investigate disappearance of several young girls.

Of course there are laws to uphold in the DB World, that's the whole point of Piccolo making law enforcement illegal in the first place.

There's police here and there on Dragon Ball World but they're pretty much pointless, even more than Kuririn or Yamucha.

There are police all over the series, actually. Like, too many instances to count. Not that they're usually very effective.

The Red Ribbons and Tao Pai Pai leave some random victims in their wake, but they're all wanted criminals to begin with. The next murders we see in the series are the handiwork of Tambourine and Piccolo, which were tied into a very public catastrophe and all the victims were subsequently restored to life.
Raditz killed farmer with shotgun, but ... um. Tough shit, I guess? That's a cold case for sure.
Nappa blows up a city, which the public apparently blames on the two pods. (In the anime, Yajirobe publicly reveals the presence of the Saiyans.)
Next we have the multiple people killed by Dr. Gero and #19 on Amembo Island, but again, cold case, and Cell appeared to national outcry later the same day. Ditto for the multiple people killed on the road during Vegeta and #18's fight (anime) or the lone truck driver Vegeta kills (manga and anime).
Then we have Cell's victims, which everyone was aware of and who were all revived.
We have the family killed by Babidi and co. when they set up their spaceship (were they revived?) and those killed by Majin Boo, which no one remembers anyway.
Presumably some people were killed during the whole Baby incident, but once again, that was a very public affair, and I think we're to assume one of the wishes on the Namekian Dragon Balls at the end of that arc revived them. (Including, maybe, the people killed in the city during his fight with Goten?) I guess he also killed some alien tourists in space, though, so maybe some space police should get on that.
The last set of victims are killed by either the villains who escaped from Hell or by the Evil Dragons, and they're jointly revived by Goku's final wish.
So, we might have a cop or two looking into the mysterious case of the farmer and the meteor and the appearance of Dr. Gero on Amembo Island at best.

Plenty of people answered your question. Police exist in the Dragon Ball world then surely they're there to enforce something.
