I understand that these Blu-Rays probably aren't resurfacing any time soon, but I still don't really get why they can't just flat-out say that it was cancelled. I mean, what would the point of suspending something be if there wasn't going to be any intention of getting back to it? Or at this point, is it just for the sake of formality?

With funimation cancelled means won't ever see it agian. Just like the UUE. They morphed into the season sets.
IF the BDs get cancelled, don't to expect to Z on BD ever again. They'll jsut morph into another DVD release.

And it's not IF they're canceled. They're done. They can't make them anymore. If they do make anymore Z Blu-rays anytime soon, they'll also be something totally different.

I have to agree with nathan, you need to think about what you want to say, THEN type it. If you need to redo your post nearly from scratch, you haven't put enough thought into it to post it.
Also, work on your spelling.
As for your actual post...
2.1 and 2.2 weren't done. They may have finished remastering episodes, but they weren't at the point where they have finished product sitting in a warehouse. If they did those would be going out.

They have talked to ANN, they have said they are not continuing production on them. There is very little more they can say to clarify.
They are not working on them anymore. That means they are cancelled.
I think you are confusing them not saying the 'word' cancelled as somehow meaning they aren't cancelled.
That isn't technically true. They could easily decide in a year with new technology, or staff members, that there is a way for them to do it identically and just pick up from where they left off. They are still cancelled for the time being, but they could easily pick them up again later if they so choose.
