Not all animals can talk in DB. Like the monkeys we see in the first page of the manga. And that dog and little dinosaur we see being walked in the city or something. And those stray animals (cats, dogs, dinosaurs) Dr. Brief keeps in Capsule Corporation. There may be other examples, but I can't think of any right now.
There's simply no other side-effect suggested from his knock on his head but losing memory of his heritage and mission, and becoming a nice little boy rather than a untamed savage. Gokuu's not retarded; he's just uneducated and socially removed, since he'd been living in complete isolation in the mountains for the first 12 years of his life. Judging by his reaction to Bulma as "I never seen another female before!", probably the only human (as in, talking and stuff) he'd seen until her was Gohan.

I don't think Goku has autism of any kind. As someone who studies things like this, I would know. It isn't a bad thing to have autism, it's just Americans(especially Autism speaks) over exaggerate how Autism works. For one it's NOT a disability or a mental illness. Well at least, if you're in the low part of the spectrum. In fact people with Autism are usually smarter then your 'average Joe' unless near the high end of the spectrum. 2. Goku hasn't shown any signs of autism, I.E not speaking much as a child or bad eye contact.

Yeah, autism is a vast spectrum. I think even OCD can be part of someone's autism.

You're welcome. And yeah, I understand what you mean. Even I only recently discovered that autism isn't just restricted to certain people with mental retardation, but that it's a vast spectrum with varying levels of low to extreme mental disorders and whatnot.
